Description:

The Frank E. Moss US Courthouse Seismic Upgrade, Backfill, and Renovation will seismically stabilize and modernize the historic, 118 year old, 234,000 gsf Frank E. Moss US Courthouse which has sat predominantly vacant for over 7 years, converting it into a thoughtfully preserved, highly efficient, and modern work environment for the US Bankruptcy Courts and a range of federal agencies located in private market leases.  

The project's design will seek to seismically stabilize and structurally unify the building's 3 distinct eras of construction; 1905, 1912, and 1932 for the life safety of the building's occupants.  Since the seismic stabilization and introduction of shear walls to accomplish this requires much of the building to be carefully dismantled and reassembled, the project will also take this opportunity to replace failing building systems with new, modern, and efficient technologies. The project will preserve significant historic spaces but also create modern work environments and amenities for the building's future federal tenants as well as the larger federal community within the Salt Lake City metropolitan area. This modernization is on track to achieve LEED Gold, with a path to LEED Platinum, by building on the 118 year old structure's inherent building characteristics, capitalizing on the climate of SLC, introducing high performing technologies, and sustainable materials.  Additionally, the Moss Courthouse will utilize Inflation Reduction Act funding to install all electric mechanical systems, resulting in Net Zero Operation Carbon and a future goal of Net Zero Energy through utility-purchased renewable power. To accomplish this, GSA has partnered with the design team of HOK and Trivers.


Logistics:

  • A brief presentation will be shared at the Orrin G. Hatch US Courthouse, located at 351 S. West Temple, prior to the tour of the Moss Courthouse.  Please meet in the lobby of the Hatch Courthouse at 3:30PM on May 19th.  
  • There is paid parking on 400 South, West Temple, and Market Street, as well as a lot to the south of 400 S.  
  • To enter the Hatch Courthouse, attendees will need to go through security screening.   Please note, electronic devices are not allowed within the Hatch Courthouse, including cell phones.  We will have a few minutes of time between the presentation and the tour for anyone to retrieve phones if they want photos of the construction.  Photos are allowed in Moss only.   
  • The Moss Courthouse is in the middle of heavy construction, including underground work and overhead demolition.  Attendees are required to wear long pants, boots, hard hats, safety vests and safety glasses.  Boots must cover the ankle, have stiff toes and soles.  Tennis shoes will not be allowed.  Please bring your hard hat, vest and glasses, but we will provide safety gears for those who do not have their own.
